You might continue to look for more corroborating evidence, but I
truly think you are on the right track. I have seen the spelling
"Tschernowitz" before, and in Rumania from 1918 onward, it refers to
Czernowitz, Cernauti, Chernovtsy, what is now Chernivtsi, Ukraine.
There was also a Weitmann in Sadagora in 1912 - see:
