It looks like you have not seen my e-mail which I e-mail a few days ago,

Sorry, it will not work, as the archives are in Czernowitz and not in Bucharest. I had the same problem, I was made to go thru the US State Department and the US Embassy in Bucharest and was told by the Romanian authorities that Cernăuţi is now in the Ukraine and I should apply there for my birth certificate."

In 2006 I got my birth certificate, so now I am an Ukrainian.
By the way the office is in the Herrengasse.
