Having a Birth Certificate from Chernivtsi Ukraine does not grant you an
Ukrainian Citizenship. You can ask a Romanian citizenship on on that basis,
since it was Romania at the time of your birth, and hence you were a
Romanian citizen and can demand now to renew it
