I believe that the decrease of the population of Chernivtsi
between the years 1989 and 2001 is due to various factors:
1. Some of the Russians left when Ukraine became independent.
2. Some Ukrainians moved to Kiev and other larger cities,
     where there was a better chance of finding employment.
3. Some people left to settle permanently or temporarily
     in other countries, such as Germany, Holland and Italy.
I do not think that the Russian population was counted out.
Currently the population consists of: natives (those born in
Chernivtsi )
of whatever ethnic background, people who moved to Chernivtsi
from the neighbouring villages and people who moved to Chernivtsi
from the Moldavian Republic. These three groups do not get along
particularly well, but there is no legal discrimination against any.
