Finding all possible legal obstructions to giving back the property.
    Integrating into the EU ?
The EU is disintegrating at the moment.
But joining the EU is will always be on certain conditions like:
Having public WC's in reasonable numbers.
      Potable water from every tap.
        Maintaining cemeteries.
Permitting frequent visits of abandoned property by former
    owners and later generation .
By frequent I mean once a week or more.
Lodging to be considered and also cold meals.

This will probably get me shouted at..but!! A lot of these properties were
simply abandoned by Jews who left the Soviet paradise and went over the
nearest border, legally or otherwise. Just exactly what were the local
population supposed to do..leave them empty and decaying until the previous
inhabitants reappeared some 40 or 70 years later?? Also there is the not so
minor fact that a lot of these places were not owned outright but
rented, often from other Jews who also left. Yes,there were commercial
properties seized by the Russians,as were community-owned buildings, and
these latter items is what should be covered by restitution....which will
only become likely if the Ukraine ever joins the EU. Cornel
