With all due respect to Dr. Fleming's education, linguists [etymologists?] agree that languages are NOT fully translatable since much of the meaning of words is highly contextual. And, context is dominated or at least strongly influenced by culture.

So, yes, you can convey a large part of the meaning by translation but it is never 100%.
