Very simple.
My guess is that Cz plus the villages and small towns, had a larger Jewish
population. That what happened during the Soviet times: due to a large
Jewish population (about 30%) that had very strong entrepreneurial
instincts, people in Bucovina were much wealthier than in the rest of
Ukraine or most of USSR. Even under the communist regime Jews in Chernovtsy
had a reasonably good lifestyle.
Secondly, the Romanian population was more tolerant than the Galician
Polish-Ukranian mix that even today remains overtly nationalistic.
