I dont like the atrocities per se.
They give Friedman's Palace as a temporary loan ?
Is it their Taten's ? ( Tate is Daddy in Cz -ish).

In plain (non-googled English). The government is giving the Chassidic
community temporary (limited? on loan) ownership of said complex, so they
can restore it, which will be beneficial (profitable?) to local communities
and surroundings (necropolis). It's better than to hav e monuments
describing the atrocities committed against the Jewish population.
