[Cz-L] residence permits in 1941

Dear Czernowitz-friends,
In fall 1941 a fierce struggle for residence permits started. So there were “Calotescu permits” and “Popovici permits”.
On Edgar Hauster's Czernowitz blog I learned about “L-permission” - “the famous “L-Karte”, the only valid document, the authorisation to remain in Czernowitz. Is “L-Card” identical to “Calotescu permit”. Or what does “L” stood for?
