Regarding the Ukrainian birth certificate.
Sorry, it will not work, as the archives are in Czernowitz and not in Bucharest. I had the same problem, I was made to go thru the US State Department and the US Embassy in Bucharest and was told by the Romanian authorities that Cernăuţi is now in the Ukraine and to apply there for my birth certificate.
