I had a few minutes and after looking at the picture of the gravestone I
tried to find some information about the decoration mentioned on it -
"Königlich Rumänischer Elisabeth Orden".
Btw. "Doctors-Witwe" is definitely the widow of a doctor, which also seems
fitting with what I found about the order - see further down.
"Crucea Comemorativă „Elisabeta” s-a conferit doamnelor care au ajutat la
îngrijirea răniţilor şi bolnavilor din timpul campaniei 1877-1878"
meaning: The Memorial Cross "Elisabeta" was awarded to ladies who helped
care for the wounded and the sick during the 1877-1878 campaign (=
independence war)

I can only speculate - but assume Pepi Almogen served as a sort of nurse,
perhaps together with her husband (the doctor), during the war in
1877-1878 - perhaps she was originally from the Regat (i.e. Romania before
1918)? otherwise it would not make sense ...
I am assuming the National Archives would have some documents about people
who were awarded orders / decorations. Having lived in Romania for 23 years
and knowing how things work (or rather, do *not* work) there, I would not
expect research into this matter to be too easy a task.
As to the cross ... it does not look to me as if this was a reference to the
decoration, as it has no resemblance at all to the order. To me it looks
like a plain Christian cross and it also looks as if it had been added later
to the gravestone. My two cents ...
