[Cz-L] Stairway to the Prut or...?

Czernowitzers... Return with us now to those wonderful days of
yesteryear -- maybe 80 years ago, where you will see beautiful women
sunning themselves on this stairway to where? Oh yes... there's also a
very petulant child in the picture whom most of you will know. But where
is this place and who are these folks?
