Andy , more and more I like the man:
 You write :
". Between you and me, Hardy, if the Prut turned into
milk with floating flakes of gold, I would still not consider
 settling in Cz."
 1. Gold will not float in milk - elementary physics.
But in what now flows there , it might.
2. Upon leaving my parents had to sign a paper .
What was written there I dont know.
      Maybe a waiver ?
3. I hear that Czernowitzi council committe will now issue
as a preliminary recognition of compensation claims
a life ticket for free rides on the Czernowitzer Underground.

But they dont have Underground and never will !

Well , you cant have all !

Hardy

Andy, you are of course right, that by trying o get the properties
of our parents and grandparents back to us, we will increase
the chances of being successful. But even if we double
the positive chances, we may just go from 1% to 2%.
But there certainly is no harm in trying.
