ry aware of the fact that the Russians confiscated property which the Ukrai=

t these were their properties originally but if the Ukraine is forced to ac=
knowledge these claims, then a step has been taken in the right direction.=
=A0 The rationale behind U.S. Aid is to further the cause of Democracy and =

In a Democracy, the state does not take away and keep private
