 the Ukraine did not confiscate the properties in question.=A0 The Russians=
 and presumably in some cases the Romanians were the original grabbers. The=
re is precedent in the art world. The Nazis confiscated great art which som=
etimes is located in the hands of private buyers or dealers who then=A0 lea=
rn that they own stolen property.=A0 Were they aware of this when they boug=
ht the paintings?=A0 Each case is judged individually.=A0 The Ukraine is ve=
ry aware of the fact that the Russians confiscated property which the Ukrai=
nians now hold.=A0 It will be more difficult for the claimants to prove tha=
t these were their properties originally but if the Ukraine is forced to ac=
knowledge these claims, then a step has been taken in the right direction.=
=A0 The rationale behind U.S. Aid is to further the cause of Democracy and =
to have developing countries such as the Ukraine become more Democratic.=A0=
 In a Democracy, the state does not take away and keep private
 property for no other reason than greed.=A0 Restitution is what Democratic=
 states do. =0A=A0=0AI've had some family matters to look after and some bo=
ok publishing demands so have put off gathering the addresses of the variou=
s members of committees but will have them and will forward them by the end=
