Unfortunately, the claim is well based.
To my knowledge, many apartment buildings in Cz fell into disrepair and many
tenants (such as my cousin who owns a gorgeous but rather neglected
apartment) do not have the funds to fix them.
The municipality helps from time to time but not in a very efficient manner.
Situation is much worse with the courtyards. They used to look much neater
when the system of "upravdom" was in place (please do not attack me again
for "glorifying the Soviet past"). My aunt's internal courtyard which I
remember looking like a well tended little park is now very neglected as it
is managed by the tenants themselves many of whom a quite elderly.
