I do not have a definite answer,but some of my reading seems to indicate
that Czenowitz and the rest of the Bukowina were under a very efficient
military administration from 1774 until it was attached to Galicia as a
"Kreis" ie administrative district. This did not run very effectively and
complaints got to Wien...and a "Kronland"...ie Duchy was created to renew
the separation. Cornel
