My reading was along the line of Cornel. The area called Bukovina was
administratively part of Galitzia from 1775 till 1849. After 1849 it
was an independently administered duchy. The divisions of these area
seem NOT to have been strong. Perhaps this is why my mother, Teomila
Trachtenbrod, lived in Czernowitz while here close cousins, Liquornik,
lived in Kolomyya.

I do not have a definite answer,but some of my reading seems to indicate
that Czenowitz and the rest of the Bukowina were under a very efficient
military administration from 1774 until it was attached to Galicia as a
"Kreis" ie administrative district. This did not run very effectively
and
complaints got to Wien...and a "Kronland"...ie Duchy was created to
renew
