[Cz-L] Birth Records in Czernowitz

While researching my mother's family,the Meschels,who lived in Czernowitz
until 1920 ,I accidentally found the birth records of her cousins under a
different name-Zoref.

I was looking at the Czernowitz BMD index database and found that my
mother's aunt and uncle had registered their children's birth under their
mother's maiden name,Zoref and not their fathers family name-Meschel.These births
were from 1910 through 1918. My great-grandmother was Rachel Zoref.
Does anyone know if this was a custom back then in Czernowitz or were they
trying to hide something?
