Gregory Wallance answered a question about this consideration as well.
He pointed out that the State Department's knowledge of Transnistria preceded the Normandy Invasion.
He claimed that even if desired, the US could not have done so until after D-day.
He chose to give FDR the benefit of the doubt.
Several us present expressed our skepticism re FDR and whether he was not aware of the State Departments' shuffling of papers, delay tactics, and suppression of the facts.

During all my years in Washington DC, I was told time and again that the major factor for not bombing Auschwitz was, in fact, the anti-Semitism at the State Department. There was no shortage of planes, it was just an excuse "invented" after the war was over. I heard this from several people who did a great deal of research on this subject.
