    As no women or children are seen on the photo it is difficult to see any relation to deportations in 1941.
    May be some obligatory work or even concentration of men for other more infame purpose ?

    Yes, Berti, I think you are perfectly right, one more reason to look for the original context of the photograph (in Kiev)!?
